Rehnquist has had one foot out the door for a quite long time now. He was extremely conservative in his judgements (pro-corporation, etc.) I'm sure someone equally as conservative (Roberts) will be appointed to the seat and not much will change.
Now Bush gets two appointments to the Supreme Court... Curses: Sandra Day O'Connor.
It's not good.

Roberts as an associate justice was pretty much a done deal. as chief justice? more scrutiny required.
he has appeals court experience. he has pled cases before The Court.
however, a bus driver may not know the full measure of operating a transit agency.
the Supreme Court operates differently from a usual appeals court. there are procedures, processes and protocols in place that require learning. and unless i am mistaken, most of the previous chiefs were on the court for a number of years as associate before being selected as chief.
O'Connor's retirement is contingent on a replacement being made before she exits. her replacement will take some time.
GW nominatees will be on The Bench.
take heart. i seem to recall, from my eclectic past, something a Jesuit once said during a discussion of good versus evil. should the devil win, he would be forced to assume the divinity of God. the job requires it.

good old Rehnquist was a racist, a segregationalist, and also a pretty damn supreme court justice.
It is not the job of the supreme court to make laws, it is simply their job to interperate the law. I think he did that pretty well.
I disagree with his views as a man, but I can't say he did this country any worse than our other justices.
